The Consolidated North County Levee District (CNCLD) levee system reduces the risk of flooding from the Mississippi and Missouri Rivers to St. Charles County, MO agricultural bottomland and portions of multiple communities, including St. Charles, West Alton, Orchard Farm, Black Walnut, Machens, and Portage Des Sioux. It is federally authorized and constructed and a majority is locally operated and maintained by the nonfederal sponsor, Consolidated North County Levee District. Sections upstream of and adjacent to Melvin Price Lock and Dam are owned and operated by the U.S. Army Corps of Engineers St. Louis District. The levee system was completed in 2004 and consists of nearly 40 miles of earthen embankment along the Mississippi and Missouri Rivers. It is located just upstream of the confluence of the Missouri and Mississippi Rivers. Within the 37,500-acre leveed area are residential, commercial, and industrial properties, including a Boeing manufacturing facility, a BNSF rail line, Missouri Route 94, as well as multiple other county and municipal roads, 10 oil and gas pipelines, highly productive agricultural lands, a Missouri Department of Conservation conservation area, and the Ameren Sioux Power Plant with many of it's distribution towers and power lines. Also within the leveed area is the West Alton Fire Station and the trailhead for the Katy Trail, which is the longest rails-to-trails project that stretches across most of Missouri. This system provides benefits to approximately 1,400 residents and employees and approximately $452 million in property value.

The CNCLD levee system has prevented St. Charles County communities from flooding during numerous major flood events, however there is a possibility that in any given year floodwaters could overtop or breach the levee system. A levee failure could result in flooding of depths of up to 15 feet, loss of life, and significant economic damage. The levee has been overtopped numerous times in the past, and other levee issues such as slope instability, uncontrolled seepage and damaged pipes have also been observed in recent floods. The likelihood of overtopping, uncontrolled seepage through the levee foundation and the condition of pipes that pass through the levee remain primary concerns within the levee system.
