Summary General text description of the levee system with a summary of why the levee is there, and the benefits it provides.
The McGee Creek levee system reduces the risk of flooding from the Illinois River, McKee Creek, and Camp Creek primarily to agricultural properties in Brown and Pike Counties, west of Meredosia, Illinois. The system is federally authorized and constructed and locally operated and maintained by the non-federal sponsor: McGee Creek Drainage and Levee District. The current levee system configuration was completed in 1986 and consists of 14.6 miles of earthen embankment along the Illinois River, McKee Creek, and Kamp Creek. Within the over 12,000-acre leveed area are agricultural bottomlands, isolated houses and farmsteads, and also the Meredosia Terminal. The Meredosia Terminal stores liquid asphalt, dry and liquid fertilizer, and road salt. Additionally, the leveed area provides access to the HWY 104 Illinois River bridge; the only bridge for 25 miles. No densely populated areas or communities are located within the leveed area. The system provides flood risk reduction to approximately 20 residents and employees and approximately $5 million in property value. The levee has a history of underseepage, and underseepage had was mitigated during the 2019 flood event. Despite the 2019 underseepage issues, the levee system prevented more than $3.3 million in flood damages.
Performance & Condition General text description of the historical and anticipated performance of the levee, the people and property benefitting from the levee and who may be at risk of flooding, and actions to address areas of concern.
A risk assessment was completed on the McGee Creek Drainage and Levee District Levee System in 2022. The likelihood of the levee being overtopped by an Illinois River flood is considered to be low, with less than 0.1% chance of occurring each year. When flooding occurs along the Illinois River, it can last for weeks to months, and the primary concern is associated with the potential for seepage through and under the embankment during a long duration event. However, the consequences associated with levee failure or overtopping event are anticipated to be low due to the sparsely populated area and relatively flood risk aware residents. A levee failure could result in depths of flooding 15 feet or more throughout most of the leveed area, loss of life, and significant economic damage.
