The Howard Bend Levee System reduces the risk of flooding from the Missouri River to Maryland Heights and a small portion of Chesterfield in St. Louis County, Missouri. The system consists of 8.2 miles of earthen embankment and is locally operated and maintained by the nonfederal Sponsor, Howard Bend Levee District. Beginning in 1935, local farmers recognized the need for flood protection and built a patchwork of levees. After the Flood of 1993 breached the levees in several locations causing flooding of the area to depths of 10 to 12 feet, a series of improvements were made to create a more resilient system. These improvements were completed in 2006. Within the 6,000-acre leveed area are the Missouri Highways 364 and 141, multiple residences on the edge of the leveed area, commercial and industrial properties including Creve Coeur Airport, Midwestern Plastic Chemical Factory, two water treatment plants and a sewage treatment facilities, Historic Aircraft Restoration Museum, a casino, and also 2,000 acres of productive agricultural land. This system provides benefits to nearly 1,500 residents and employees and approximately $335 million in property.

The Howard Bend Levee System has prevented portions of Maryland Heights and Chesterfield from flooding during numerous flood events. The levee system is relatively new and has performed well and without issues in recent flood events. Though the likelihood is rare, there is a possibility that extreme flooding could overtop or breach the levee system resulting in flooding of depths of up to 20 feet, loss of life, and significant economic damage.
