The Hartwell Drainage and Levee District system reduces the risk of flooding from the Illinois River to properties in Greene County, Illinois. Located just approximately 60 miles NNE of St. Louis, Missouri, the system was federally authorized and constructed and is locally owned and operated by the nonfederal Sponsor, Hartwell Drainage and Levee District. The levee system was improved in the 1930s and consists of 12.3 miles of earthen embankment along the Illinois River, Apple Creek, and Hurricane Creek. Within the 9,800-acre leveed area are agricultural bottomlands and a small population within scattered farmsteads. No towns or villages are located within the leveed area. This system provides benefits to a dozen residents and over $1 million in property value. In 2016, the levee system prevented an estimated $1.6 million damages to structures, agricultural crops, and other infrastructure.

The Hartwell Drainage and Levee District system has prevented the Greene County properties from flooding during numerous flood events, including several in which floodwaters reached the top of the levee. During these past floods, seepage and erosion have been observed along the levee system, and, though minor, this could contribute to future flood risk. There is a possibility that in any given year floodwaters could overtop or breach the levee system. A levee failure could result in flooding of depths of 24 feet, loss of property and productive agricultural land, and potential loss of life, if residents and employees are not evacuated.
