The Lower Green Right Bank Levee system is a non-federally constructed, operated, and maintained system located on the Right bank of the Green River near Tukwila, King County, WA. It consists of eight levee segments that extend from river mile 14.5 to 23.2. From downstream to upstream they are: Desimone, Boeing, Lower Russell Road Holliday Kennel, Upper Russell Road Somes Dolan, Kent Shops – Narita, and Meyer’s Golf, Signature Pointe, and WValley Highway NPS that tie together to create a continuous system. The levee system was constructed in the 1960s by the local sponsor King County to provide flood risk reduction to roughly 8 square miles of retail businesses, manufacturing, public infrastructure, agricultural property with some farm and residential structures. It also protects critical infrastructure including: 1 airport, 10 chemical industries, 1 college, 1 EMS, 1 electric substation, 2 fire stations, 1 hazmat location, 2 oil gas facilities, 7 oil gas pipelines, and 2 schools. The local sponsor of record responsible for operations and maintenance of the levee system is King County. The local communities are generally aware of flood risk and evacuation routes appear to be effective.

The Corps of Engineers performed a screening level risk assessment on the Lower Green River Right Bank Levee System in 2015. The risk was determined to be moderate for this levee system based on a combination of the flood hazard frequency, the anticipated levee performance, and the potential consequences. A 175-year return period level of protection has been estimated for this levee system based on the lowest segment. If inundation were to occur, approximately $1.2 Billion in property damages would accrue with 2908 structures affected. Loss of life is expected to be Moderate. King County is currently participating the USACE System-Wide Improvement Framework (SWIF) program to make improvements to the system while remaining eligible under PL 84-99.
