Summary General text description of the levee system with a summary of why the levee is there, and the benefits it provides.
The levee system is located along the east bank of the Connecticut River and the north bank of the Hockanum River in East Hartford, CT and is intended to reduce flood risk to portions of the Town of East Hartford, CT. The levee system was constructed by the US Army Corps of Engineers in response to devastating floods that occurred in 1936 and 1938. Construction of the levee began in December 1938 and was completed in July 1943. The levee system extends from high ground near Greene Terrace at is northern end to high ground near Brewer Lane and Central Avenue to the south. The levee consists of 19,300 feet of earth embankment, 1,400 feet of concrete floodwall, two stop-log closure structures, and three pump stations. These structures work collectively to reduce flood risk to approximately 760 acres of mixed residential, commercial, and industrial properties. The system is federally authorized and constructed and locally operated and is maintained by the Town of East Hartford, CT.
Performance & Condition General text description of the historical and anticipated performance of the levee, the people and property benefitting from the levee and who may be at risk of flooding, and actions to address areas of concern.
The levee is in generally good condition for its age, and the Town of East Hartford maintains and repairs the levee system. In addition to routine maintenance, the Town has been actively evaluating, repairing, and upgrading the levee system since the late 2000s. Key upgrades include installing seepage cutoff walls to prevent water flowing through the soil beneath the levee, replacing a failing bulkhead wall along the Connecticut River, repairing and replacing levee drains, and repairing and modifying the Main Street closure structure to make it easier and faster to close during a flood emergency. The largest flood that has occurred since the levee was constructed occurred in June 1984 when the levee was loaded to 80% of its height. The levee system performed well during the 1984 flood event and other significant flood events that occurred prior to and since 1984. The levee has never failed to perform as intended during a flood event, but even the best designed and maintained levee system can fail without warning or be overtopped if the river rises above the top of the levee. Based on the most recent risk assessment performed in 2025, up to 10,000 people are estimated to live and work behind the levee, and if the levee failed to perform or was overtopped by an extreme flood event, impacts to the people in the Town of East Hartford would be substantial with potential for life loss and damage to homes, businesses, and the environment. The potential for water overtopping the levee is low, with an estimated 1 in 3,500 chance of occurring in any given year. If the levee breaches or overtops, the flooding in portions of the leveed area could average up to 6 feet with maximum flood depths of greater than 20 feet in some areas.
