Summary General text description of the levee system with a summary of why the levee is there, and the benefits it provides.
The protection of Russellville is required as a result of construction of Dardanelle Lock and Dam, a major unit in the development of the lower Arkansas River Basin in Arkansas and Oklahoma which was authorized by the River and Harbor Act of 24 July 1946. The construction was completed on 21 August 1964. With Dardanelle Dam in operation and reservoir level at elevation 338 (top of pool), and without a protective dike, a portion of the city of Russellville would be permanently flooded. Inundation of property above elevation 338 would occur frequently during rises on the Illinois Bayou combined with backwater from the reservoir. In addition, during storm periods, runoff from the Prairie Creek drainage area which normally emptied into the Arkansas River by way of the Illinois Bayou would create additional flooding problems. Without protection, approximately 15 percent of the area of the city of Russellville would be affected. The Russellville Dike is about 6000 feet long with a maximum height of about 40 feet, with 1V:2.5H side slopes and a crown elevation varying from 347.6 to 350.6 (MSL) and protects the low portions of the city of Russellville and adjacent low areas from flooding due to the Dardanelle Reservoir.

PLEASE NOTE: The following Risk Characterization is a description of risk associated with this levee system. It is currently undergoing review and may be updated in the future. The LSOG recommends the risk associated with the Russellville Dike Prairie Creek (LST ID 295) to be Low (LSAC 4) for Prior to Overtopping based on anticipated good performance with a moderate annual likelihood of breach and the associated consequences to have a moderate life safety risk and with moderate property damage during flood events. The LSOG also recommends the risk associated with Overtopping to be Low (LSAC 4) due to anticipated high annual likelihood of overtopping and the associated consequences to have a moderate life safety risk and with moderate property damage during flood events. The major concerns driving this risk classification is lack of an levee specific evacuation plan and flood warning effectiveness.
