The Missouri River Levee System 408-L Unit reduces the occurrence of flooding for approximately 9,762 acres of Missouri River floodplain near Farley, Missouri. This levee system includes 12 miles of earthen levee along the Missouri River. The levee was designed and constructed by the U.S. Army Corps of Engineers (USACE) in 1972 and was then turned over to the local sponsor, the Farley-Beverly Drainage District, for operations and maintenance.

USACE evaluates risk as a combination of the flood hazard frequency, the anticipated levee performance, and the potential consequences. USACE completed a screening level risk assessment on this levee in 2012. The risk assessment identified overtopping as the primary levee risk and it is expected that there would be significant warning time before the Missouri River would overtop the levee. However, all levees have the potential to breach prior to water flowing over the top and warning times for a levee breach prior to overtopping are often short. The screening level risk assessment estimated the likelihood of a flood overtopping this levee in any given year at 0.2%, or a one chance in 500. This levee was overtopped in 1993 and was loaded near the top in 2011 and 2019. The levee performed as designed in 2011 and 2019. The area behind the levee is predominantly agricultural and includes portions of the communities of Farley and Beverly. The 2012 USACE levee screening risk assessment estimated the leveed area population at approximately 222 people and the property value at approximately $41.6 million. Flooding of the leveed area could lead to flood depths greater than 15 feet, which could result in life loss and economic consequences.
